To fulfill their responsibilities for providing public bus, trolley, trackless trolley, rapid transit, and (since 1964) commuter rail services to the Boston metropolitan area, the MTA and MBTA have been administered respectively by a board of public trustees and board of directors, both served by a general manager. St 1952, c 404 established an advisory board to the MTA trustees, consisting of the mayor (or city manager if existent, per St 1953, c 197, s 5) of each city and selectmen chair of each town in the Metropolitan District. St 1964, c 563, s 7 established a similar board for the MBTA directors, representing additional communities. Specific approval powers over director actions per MGLA c 161A, ss 3, 5 relate to appointment of the general manager, construction/extension of facilities, sale of real estate, substantial changes in service, and budget. Series records MTA/MBTA advisory board activities through files in copies maintained for reference by the general manager.
